This means that from 2026, families can enjoy high-quality preschool education at fees starting from just $650/month for full-day childcare!
But what exactly does being a POP preschool mean?
What is a Partner Operator (POP) Preschool?
The Early Childhood Development Agency (ECDA) POP scheme is a government-supported initiative aimed at making quality early childhood education more accessible and affordable.
Selected POP centres must meet high standards in curriculum, teacher training, and facilities. In return, they adhere to ECDA’s fee caps for Singapore Citizen children:
- Full-day Childcare: capped at $650/month (before GST)
- Full-day Infant Care: capped at $1,290/month (before GST)
This ensures that parents receive quality education, well-trained educators, and regulated fees — offering both value and peace of mind.
How the POP Scheme Benefits Parents
1. Affordable Fees
With the POP fee caps, Singapore Citizen families pay significantly less than typical private preschool fees.
2. Quality Assurance
POP centres follow rigorous standards for programme design, teacher training, and learning environments, including criteria from the Singapore Preschool Accreditation Framework (SPARK).
3. Stability & Predictability
Fees are capped from 2026–2030, giving parents clarity and ease in planning their monthly budgets. Eligible families may also receive Basic and Additional Subsidies to further reduce out-of-pocket costs.
